The mandate
Larouche Raymond is representing a confidential client, a well-established independent consulting engineering firm in the Outaouais region, recognized as one of the area’s major employers with a multidisciplinary team of more than 50 professionals. Our client is seeking a Project Engineer to take full ownership of municipal infrastructure mandates for municipalities and developers across the greater National Capital Region. This is a senior, autonomous role with real regional reach, where you carry your projects from start to finish. You will be backed by in-house expertise spanning transportation, structures, bridges and BIM.
The role day to day
- Lead municipal infrastructure and urban utility mandates (roads, water mains, sanitary and storm sewers, drainage) end to end, from preliminary design through commissioning.
- Produce, review and seal plans, specifications, cost estimates and tender documents compliant with BNQ 1809 standards, MTQ requirements, CERIU standardized specifications and applicable municipal bylaws.
- Take full ownership of schedule, budget and deliverable quality across 3 to 5 concurrent mandates.
- Act as the primary point of contact for municipal clients and developers: present concepts, defend technical choices before municipal councils and on site, and manage changes.
- Provide functional oversight of the technicians and technologists assigned to your projects and collaborate with in-house expertise in transportation, structures, bridges and BIM.
- Perform or coordinate construction supervision, including change notices, progress payment certificates, and provisional and final acceptances.
The ideal profile
- Bachelor’s degree in civil engineering (accredited program or equivalent) and member in good standing of the Ordre des ingénieurs du Québec (OIQ) — non-negotiable.
- Minimum 5 years of post-graduation experience in Québec municipal civil engineering, including 2 to 3 years as an autonomous project manager who has delivered at least one complete municipal mandate of $500,000 or more.
- Working command of AutoCAD and Civil 3D to review and validate the team’s technical deliverables.
- Practical knowledge of BNQ 1809 standards, MTQ requirements, CERIU standardized specifications and Québec municipal regulations.
- Impeccable spoken and written French (C2 level); functional English (B1-B2) an asset.
- Assets: construction supervision experience, an established network among Outaouais municipalities, and knowledge of BIM applied to civil engineering.
