The mandate

 

On behalf of a well-established consulting-engineering firm, Larouche Raymond is seeking a seasoned leader ready to take full ownership of an urban infrastructure department — water mains, sewers, roadways, stormwater management and municipal works. This is a partner role: beyond technical excellence, you will help shape the firm’s direction, business development and profitability. The role day to day

 
  • Lead all activities of the urban infrastructure department: planning, budgets, profitability and growth targets.
  • Mentor and mobilize a multidisciplinary team of engineers, technicians and project managers, and build its succession pipeline.
  • Oversee the design and delivery of municipal projects (water and sewer networks, roadways, stormwater management, infrastructure rehabilitation).
  • Act as senior signatory and guarantor of quality, compliance and adherence to standards (BNQ, MELCCFP, municipal specifications).
  • Develop and maintain business relationships with municipalities, RCMs and institutional clients.
  • Contribute, as a partner, to strategic decisions, financial planning and the firm’s competitive positioning.
  • Drive major tenders, from go-to-market strategy through to mandate negotiation.
  • Establish engineering, project-management and risk-management best practices across the department.

The ideal profile

 
  • Minimum 15 years of experience in municipal engineering or urban infrastructure, several of them in management.
  • Engineer in good standing with the Ordre des ingénieurs du Québec (OIQ), with a bachelor’s degree in civil engineering; complementary management training (MBA, PMP) is an asset.
  • Demonstrated experience leading a team, department or profit centre.
  • Strong network among municipalities and public-sector clients across Greater Montreal.
  • Command of municipal standards and specifications and of Quebec’s environmental regulatory framework.
  • Unifying leadership, business acumen and long-term strategic vision.
  • Genuine interest in a partner role and shared ownership responsibilities.
